FIRST QUARTER FINANCE AND AUDIT SUB COMMITTEE MEETING

On the 10th of June 2022, a Finance and Audit Committee meeting was held by the North Tongu District Assembly to discuss the First Quarter Budget Performance.

The Budget performance was presented to the committee by the senior budget officer (Mr. Thomas Hamelo). He highlighted on the revenue and expenditure heads on all funding sources and explained that assembly does not have much control on donor funds after being asked by honorable members why there was a variance in donor funds

The committee after much deliberation observed the low revenue being generated and encouraged the revenue superintendent to up his game to increase the Internally Generated fund for the betterment of the District.

There was also a suggestion to have regular meetings with transport operators in the District in regards to prices. They want the assembly to help regulate transport fares to curb the charging of exorbitant fares.

The Chairman, Hon Charles Gotah thanked everyone for coming and was positive that there would be improvement in all matters dicussed by the next meeting.


SECOND QUARTER FINANCE AND AUDIT SUB-COMMITTEE MEETING

On the 21st of September 2022, an F&A meeting was held at the Business Advisory Center of the North Tongu District Assembly. The main agenda for the day was the consideration of the 2023 Composite Budget. The Senior Budget Analyst took the committee through the IGF projections and the actuals. The committee raised concerns about the fact that so many revenue items have not been collected. The committee tasked the District Finance Officer, Mr. Mohammed Baba Kelani to make sure he engages more revenue collectors going forward.

The District Internal Auditor Rubby Besagah led in the discussion of the 2021 Auditor General’s report. She pointed out the various audit infractions with findings, status of implantation, recommendations and actions taken.

The 2023 Revenue Improvement Action Plan (RIAP) was also discussed and was led by the District Budget Analyst. The committee pointed out that the total budget for the RIAP is over 30% which is too high and should be reviewed downward to about 20%.

The Chairman, Hon Charles Gotah thanked everyone for coming and was positive that there would be improvement in all matters dicussed by the next meeting.
